Default Intermittent Starting 2000 SS

Hello all, I'll try to make this as short as possible, my niece has a 2000 SS and for the past year and a half it has been acting up oddly when it's cold outside, summer time it's ok.
When she turns the key to on if the service TCS and ABS lights up it won't start and may have to set for hours then turn the key and no service TCS and ABS light it will start.
She had it scanned at the shop.
P0443 EVAP PURGE CONTROL CIRCUIT FAULT
P1546 AC CLUTCH STATUS CIRCUIT LOW VOLTS
U1040 LOSS OF EBTCM COMMUNICATIONS
I know the big one is U1040,could it need a new ECM or the ABS below the brake reservoir? I have read alot about these problems but never see a solution, if anyone has some ideas it would be great.

I had a random starting issue too, just picked my car up from the shop last night after they fixed it. Turns out the shift control switch was bad.

I had a similar problem however did not get the 1040 code. Try this, unplug the Maf sensor, and turn on the car. Sounds weird but that was the problem on my car, somehow the maf sensor caused the TCS to malfunction. Tell me what happens. If you have to let it reset so the car reads the Maf is unplugged.
