Default IAC Question

Hi MCF, how easy should it be to ajust the iac before install? I took mine out and tried to adjust it with my fingers. I could not vet it to move in or out. I was told "No tools required to make the adjustment", but it would not move. Dose that mean it is shot? I still have the old one. I replaced it about 2500 miles ago and I have a hi ilde problem that started about 1000 miles ago. The old one was working fine but since the cad was used and I didn't have a history, I wanted to start fresh. I fixed all my vacuum issues. But I still have to hi idle problem.
