2002 Monte SS 3.8 Horn will only work if the steering wheel is turned and even then is intermittent. Have traced it back starting with the horns themselves, relay, fuse, I installed a new clock spring.....there is a plug in beneath the clock spring assembly....white with a spring in it....does this or it's contact have something to do with the horn not working properly? any assistance is appreciated
