What I had to do was get a special tool that removes the u clip holding the fuel pressure regulator Down then it will pop back up I didn't have to unbolt anything when I have replaced mine but I would still follow the steps to relieve fuel pressure that Mike mentioned

Yeah, it's a snap-ring holding it down, so you need a snap-ring plier.

My initial instructions over-complicated it because I didn't realize that it was just sitting in the cup and that was just general FPR instructions that I pasted over.

But that website that I found should guide you through step-by-step

Yes it did like a charm... There was tons of fuel in that thing I cant believe the shop wanted to charge me a $180 for that, and that was not even with the AC Delco part. They said it would be after market part, and if I wanted the AC Delco it would be at least 140 for the part... I got the AC Delco part from Amazon for 60 bucks... Unreal

Mark-up on parts is there, shop rate was probably $110/hour or roughly around there.

That's why I try to recommend these easy jobs that can be done with basic hand tools get done at home.

Does changing the regulator improve mileage by any chance that anyone know of?

No, it should only regulate the pressure so that your car runs optimally. It's a change it if it's broken only part.
