Default Difficulty shifting

I have an 2200 stall converter in my 85 Monte Carlo and it seems to be giving me problems. Instead of engaging at 2200 rpm it winds way up to 3000 rpm or above and jerks too hard by revving so high before engaging. I'm wondering what might be the cause of this. I was thinking the converter is having a problem or a vacuum may be restricted, just don't know. Any ideas or suggestions?

Might be kind of rudimentary but did you check all the vac lines? Sounds to me like its not getting the right vac pressure.
