I wouldn't seal it untill it drys up this is beyound fogging ther are actually water droplets in it.
Before you do anything wait to hear back from the seller first. You don't want to void any warrenty you may have.
What I would do is remove the bulbs for now (so that air can get inside and dry it up) I would even try a hair dryer after that. Check the seals once it drys, maybe add black silicone like you said.

I did hear back from the seller and it appears he will take care of this. He wanted the paypal transaction number and I also attached the pic for reference. We will see where it goes from here.

That's cool they are going to honor the warranty even though you're borderline on it. I've had the unfortunate experience of dealing with a couple of companies that wouldn't honor the warranty when I was 2 days past it on one item and about a week past on another. Hopefully you won't have a problem with the new head lights.
