check all the wiring for each hub first. then check for ground wires near the abs pump and in front of the engine. this is where i had my problems. if everything is clean, good, intact..then look into replacing hubs. ive had to replace mine 2x in the past 5 years

As said prior the wires go brittle over time and will break, they are not very well protected under the hood and they should be. Also sometimes the Wheel speed sensor comes loose or gets a bunch of gunk built up, pulling it out and giving it a good cleaning may solve your problem. Best and easiest way is to replace the wheel bearing, purchase the Timken bearing if you decide to go this route as they seem to last the longest.

But definitely check the wiring first as you say it only happens when it rains or goes through water it could just be a frayed wire or loose connection
