Default 96 misfiring

at first we though the culprit was plugs, replaced those, then replaced the plug wires, still no good. so i've come to the conclusion that it must be the coil packs, i asked my automotive instructor and he said that must be it because when i touched the outside of my plug wires i got a hell of a shock, but the weird thing is that it was at the bottom of the plug near the boot. so i don't know how the electricity could leak out and zap me that far down, what do you think?
