Default 85 Monte Wiper Issue

Hi, I have a wiper problem that I hope someone can help me with. The controller on the column was starting to strip out til it got to the point where I could not turn off the wipers with it. I ended up taking out the wiper fuse to make them stop, then, I ordered a new one and had a mechanic install the new controller. I paid 29.99 for it at monsterautoparts and have since seen this part for as much as 163.99!
The new controller did not solve the problem. It works for the cruise control, dimmer, and turn signals but will not engage to control the wipers. It is just loose and will not click on. The mechanic is telling me that there is a part inside the steering column that is the problem and to take it to a dealership where they can pull the steering wheel and access and replace the part.
I have been researching and having no luck in finding where this part is located or if it exists at all. The closest thing I have found is a part BWD #S3530 from advanced auto parts for $119.99. But I still can't find anything telling me where it goes in the steering column.
Here is what I know. The wipers work because when I put the fuse back in they are operating on low. The switch did strip out because I could turn it all the way around and it finally stopped being able to control the wipers all together and they got stuck in the low position. I had a new switch installed. The wiper part of the new switch is not working while the cc is. I was told to replace a part in the steering column.
I would like to hear if anyone has an opinion. Is it possible that the new switch I got is defective? Is there a part in the column related to the wipers? Is it likely that the part in the column and the switch failed at the same time? Was the new switch installed incorrectly, even if the cruise works? Am i losing my mind? Or is there something I am totally missing?
I have watched some youtube videos of the dismantling of the steering column on an 80's era Blazer which would be similar, but they were replacing the turn signal harness part. There was a brief mention of the wiper part but I couldn't see it very well. If anyone has any experience with this I would appreciate your advice. I just wanted to know what I am dealing with before I take it to another mechanic. Thanks in advance!

Sounds to me it may be a defective part. Let me pull out my Chilton's Manual and see if I can find something for you!!

Do you have a standard steering column or do you have a tilt wheel?

I found it in my chiltons manual on page 6-32 & 6-33 but unfortunately the graphics are not very good and will not copy correctly. Honestly, the books are not that expensive at Oreillys or Auto zone. It has been invaluable to me with my 84!!! I tried searching online for a diagram and cannot find it. It could also be the electrical connection on that multifunction switch.
With it being a tilt wheel there should be a removable cover on the column housing so you do not have to remove the entire column housing. This cover provides access to the wiper switch. There should be a pivot pin in there. If you remove that you can remove the switch assembly.
I can scan the actual text portion in the manual if you would like but the graphic is not clear but I will scan it anyway to see if it helps. BRB gotta scan LOL

ok that scan helps alot. It is differentiating between the multi-function lever and a part called the wiper switch. I am thinking this may be the parthttp://www.auto-parts-online.com/products/wiper-sw-buick-electra-sedan-coupe-87-85-ds817.html but cannot tell from your scan. The part # is DS817.

LOL That scan is better than the book...now how that happened I do not know.
Here are other places to get that.
