Just take out the bolt ...get a piece of sandpaper or wire brush and get all the paint off thats behind the connector also sand the connector itself and tighten back good only takes a few minutes

Yeah I'm going to try and get it done tomorrow. Let me know if you come across any more information about this issue...

Another possibility is the fan control module. I don't know you can test it, but it communicates with the BCM to tell the fans to turn on. Did check fuses in addition to relays?
I would also say you could be low on refrigerant as the fans won't come on when pressure is low and A/C is turned on, but that wouldn't explain why they don't come on at all w/o unplugging from the ECT sensor. They should come on when the engine reaches operating temperature then turn off again when temperature drops to about180o.
Keep us posted.
I've been researching this fan control module...is this is name for this part or is it also known as the blower motor?

Sorry for the delayed reply. Work and personal life have been hectic.
Maybe "module" is not the proper term, but I've heard it referred to as that.

Here's an old post by another member with an '03. In one of the posts is a couple thumbnails showing the the lower under hood fuse center where the fan control is.
Also, problem with the BCM or PCM will definitely throw a code starting with a "B" or "U".

Are you referring to the fan control relays?
I also don't think I am experiencing any pcm/bcm issues. I have heard bcm issues will result in other electrical issues, which I don't have.

Pictures are worth a thousand words, and pictures of words are even better.
See the attached thumbnails from a 2000 SS factory service manual. They show component names and locations.
I've given your problem a lot of thought, If you rule out bad grounds I would concentrate on the following:
1. Bad compressor. You can jumper the compressor to run, but that doesn't mean it's healthy.

2. Bad compressor diode in wiring harness 4" back from harness connector into compressor.

3.Bad refrigerant pressure sensor since you've confirmed refrigerant pressure is good. Keep in mind pressure could also be too high. It's located under the A/C accumilator.

4.Bad A/C fuse or compressor relay (coil).

If any of the the above are bad the PCM will not tell the fans to run.

Hope this helps.

Thank you so much for the pictures of the fsm. I still need to diagnose these issues but due to the rain for the last two days haven't had any good weather to try. I will test a few things and get back to you. Once again, thanks for everyone's help in resolving this issue.

So today I sanded around the ground connection and on the connection and still nothing. I did notice however when I disconnect the ect sensor my clutch on my compressor was no longer disengaging. I was attempting to see if my ac would become cold again with the fans running. Well without the compressor running I was unable to test this. I proceeded to reconnect the ect sensor and restarted the car, the clutch was now spinning again but ...no fans are cycling when the ac is turned on still...I suppose I should now test the 4 steps you listed above...how would one test the diode in the ac compressor? or test for a bad compressor?

Oh I also replaced all 3 relays for the fans just to eliminate that option...I did test them and they seemed to be fine but I didn't trust my testing to completely eliminate that possibility.
