Default Monte not starting

I have the 03 as, it would that... my security light would come on, then start 3-4 times fine. Then nope not going anywhere... I was taught by a gm mechanic (retired friend) to turn your key to acc. Let the codes cycle for about 10 minutes.. but come on, I'm a woman, think I waited 10??? Nope. I usually gave it about 5-6 minutes. Took the key out, then tried it, it usually worked. Till the next time. My son got tired of picking me up at the dog park and put the ignition switch in. And poof away we went... friend said that gm had a problem at that time with the ignition switches.

After that the car would not turn over just make a clicking noise??? Here is a break down of what the BCM controls

1) Courtesy lamps
2) Park Lamps
3) Keyless entry System
4) Fog Lamps
5) Ignition Voltage
6) High Beam headlight Relay
7) Horn Relay
8) Backup Lamp Relay
9) Auto Trans Shift Lock Solenoid
10) Security System
11) Instrument Lamps (includes steering wheel sw lamps/ door sw lamps/ radio and A/c - Heat control Lamps)
12) Trunk Release Relay
13) Trunk Ajar Sw.
14) Daytime Running Lights(DRL) Ambient light Sensor
15) Door Lock Control System
16) Interior Lamps (dome and under dash lights)
17) Traction Control Switch
18) ABS System
Thanks! I was needing that info before my FSMs show up. Trying to diagnose why the fog lights on my 2002 SS aren't working. Pulled the relay to test it and got the SVS warning in the message center. Wondered WTF is that? No codes? WTF?!

Anywho…it's pretty disingenuous(more like a FLAT OUT LIE) that the OM says...
This message will come on if you have engine problems.
When it has ABSOLUTELY NOTHING to do with the engine. Just some stupid BCM crap. Really sucks that's what it's come to. Basically taking advantage of people's ignorance. Good thing I'm not a complete moron I guess.

I am working on my granddaughters 02 Monte Carlo SS Dale Earnhardt edition and have replaced the BCM, and not sure if I should have, I programmed it with a Tech2, and still cannot get it to start. the engine will not turn over, when trying to start the dash lights go off, and a relay clicks but the engine will not turn over. I release the key and the dash lights come back on.
I believe the original problem was a grounding issue under the dash. I have heard of the pass lock system and Vats that might be my issue. I have tried to do the key cycle on and off for the 11 minutes and 5 seconds and have had no luck getting the car to start. Just loose dash display when trying to start.
Is there anyone that knows if the whole thing be reset?
And or a proven way to do this pass lock relearn and VATS relearn.
My granddaughters cars FOBs will not always work, engine will not crank, back up lights will stay on when trying to unlock and lock with the FOBs I see the dash display cycled between the words and display battery the cycle to door ajar, then cycle to security.

If I temporarily remove the battery ground and wait a few seconds then connect it will start a couple of times then repeat the same problem engine check light only no battery messages, abs lights, and etc. I think the problem is the ignition switch locking out the car so it won't start. So I'm in the process of trying to get at the ignition switch to take it out where it's mounted and temporarily want to try to by pass it to see if the car will start everytime to isolate the ignition switch. I have taken the dash and lower panels out, but the iginition switch is still enclosed in the plastic framework and it looks like you would have to remove all that and the gauge cluster. So is there an easier way of getting the ignition switch out without taking the entire panel and gauges cluster out.
When it is started take it to a local garage and have the disable the damn vats or it's gonna be an ongoing ordeal. That's what I did and never had another problem.

Or...

Anywho...

Let's refer to our OM again shall we?
Your parking lamps must be on or your fog lamps won’t come on.
Huh...but. Hmmm...let's see.
When it’s dark enough outside, your high-beam headlamps will turn off and the headlamps and parking lamps will turn on. The other lamps that come on with your headlamps will also come on.

When it’s bright enough outside, your headlamps will go off and your DRL will come on.
Got it! So why am I not able to turn on my fog lights when the DRL automatically turn off, and the prerequisite parking lights turn on? That's semi-rhetorical. I don't care what the answer is. I know now all that I need to know. One must MANUALLY turn on the parking and/or headlights to run the fog lights.
As with any vehicle, you should turn on the regular headlamp system when you need it.
Like when you want to run your fog lights perhaps?

UPDATE: I was close...but still wrong. There's actually 3 requirements to run your fog lights. Prioritized as follows...
  1. Ignition switch ON(not OFF or ACC)
  2. Parking lights ON(manually or via DRL system)
  3. Fog light switch ON
Or...to put it more simply...if your fog lights won't come on(and/or the switch doesn't appear to work, doesn't light up)...and your parking lights are ON...it might be because you don't have the ignition switch turned ON(not OFF or ACC).

Found most my problems were grounding issues inside under the dash, that aluminum framing does not hold a good ground. Now I know after I have replaced the BCM, and I think I should not have, and my DRL don't work, my cab lights do not come on when the door are opened.
The BCM will not let e change these setting, says it is secured/locked. Does anyone know how to or if it is possible to get passed a secured BCM to make changes?

I don't know how ATM. But I can pretty much guarantee it's possible. One way or another. Might not be easy is all. Might be easier to just fix the real problem(s).
