03 Monte Carlo SS Won't Start. Help!

That's confusing terminology. The GM factory service manual doesn't describe anything like that. Maybe they mean the crank relay, that's located in the top under hood accessory wiring junction box, by the battery.
Anyway, here's some schematics and guides from the factory service manual that might help.

Problem is solved! Car starts!

Thank you plumbob for those schematics. They were a really big help and much better than the Haynes manual.

Problem was a loose wire going to the crank relay. Thank god it wasn't the bcm!
