According to the test reports on www.easyperformance.com it nets 5WHP and 3lbs of torque. The testing was done on a COMPLETELY stock L36 in a 2002 Pontiac Grand Prix GT. They have all the approved dyno charts and testing conditions. Look it up yourself.

The car was also running 93 octane. I'm going to say this thing was tuned and had basic bolt-on mods. The only thing they specified was COMPLETELY stock was the exhaust system.

I mention fueling because that usually shows a car has been modified and tuned. If your car is tuned to run on that fuel, then the timing has been changed for power's sake.
Go buy a canned PCM from anyone, they will tell you that you now HAVE to run premium. Because the PCM is set up that way.

Alright, that makes sense. But since he failed to specify what mods, he just said "relatively" we'll never know for sure. In many of the other tests with Dyno charts he used the same car, and mentioned a few add ons later on, but I don't think a PCM was ever one of them, not saying it wasn't there for this test though.
