Default Catalytic converter

Ok so here is the deal-I took my monte in a while ago to the dealer and they would not replace the bad cat because it did not show a code. I was told by the other dealer to contact GM directly and they told me that I could only be reimburssed if it was done at a GM certified shop. If it was done elsewhere they could not guarentee your money back even though it is under warranty. The only GM shop is the dealer that refuses to fix it. Does anyone have any ideas? Also has anyone been reimburrsed and could explain to me the process? Any help would be great.

i would have the dealer call gm and when they tell them that then they should fix it

I'd find another GM garage in a different town.

I dont want to have to drive 2 hours to go to the other dealer. I talked to the dealer again today and they refuse to replace it unless the check engine light is on.
