Default Winter tires and steelies

I have been looking around at black steel wheels and winter tires for my car. So far the cheapest I can find in my area are 71.80 per tire, 225/60R16s. Does anyone know of anywhere in the pittsburgh area where I can find what I need? I also looked on tire rackandthat size of tires are $79 each at the cheepest.On there,steelies are $55 each so with tires and wheels I was looking at over $500. NO WAY! I tried Import export tires, thats where I got the quote of 71.80 and I tried discount tire in canonsburg and they quoted me over 100 each. Ebay doesnt have the wheels I need, nor does any other place I looked besides tire rack. If I had to I could probably run 15" wheels and just use tires with a taller sidewall to keep theoverall diameterclose, but even doing that isnt cheap. Any help would be appreciated.

cant you go to the junk yard and get some steel wheels and get tires mounted on them? seems like it would be a hell of a lot chaper
