Ok I have a 99 monte and some very weird things have been happening. First off my power locks don't work and the passenger side window doesn't work. The driver side is flaky it goes down but sometimes when going up its slow or stops. I have no horn. The clockspring has been replaced. I have checked the fuses which are fine. It seems like I have no power on acceleration like its pulling something behind it. Can someone give me some ideas on where to look.

My first thoughts when you encounter mysterious electrical problems is grounding issues. Check all those little grounding straps and wires to make sure they are still in tack and not rusted. Maybe even run (temporally) some additional grounding wires to see if that relieves the issue.

BTW, I hate those mysterious electrical issues that just come and go. I rather have something that "flat out" fails rather then something that "comes and goes".

First thing that comes to mind is the Window control. The one that usually goes bad is the drivers side. I have replaced mine and it took car if the issue.
However with all the stuff you are describing maybe it's the ECM engine control modual I had the computer go out on a Oldsmobile once and it was weird just like you are describing. Or its relay too.
