So this morning i went to autozone and picked up some new compound and a mothers power ball for my drill. Its like a buffing ball if you've never seen one. So after many rounds of compound buffing and wax here is the result and i'm quite pleased The old is in the first post

It came out great. I had some like that on my hood when I got it and I finally got them out after repeated tries.

I used plenty of compound, put it on let it dry rub it off. Then after a while i used a buffer on it, then a combo of paste and spray wax. So for right now you cant really see them but i'm sure down the road they'll come back but hopefully not as bad. And thanks everyone, i'm quite pleased with it for now.

to add on to the above i did some more compounding, it helped to bring back a little bit of shine to the bumpers which are quite dull. But for now i think thats it for a while until i get some money together for other stuff.
