I was wondering if a 1996 or 2001 Monte Carlo ss transmission is compatible with a 1999 Monte Carlo ss

What model is the 1999 Monte Carlo ? What engine ?
The 99 have two different transmissions

PowertrainEngine1995-99 3.1 L (190 cu in) 3100 V6
1995-97 3.4 L (210 cu in) LQ1DOHC V6
1998-99 3.8 L (230 cu in) L36 V6Transmission4-speed 4T60-E automatic
4-speed 4T65-E automatic

The 2001 had two types transmission
PowertrainEngine3.4 L LA1 V6
3.8 L L36 V6

Hi Sarah, you really need to go by the ID tag on the passenger side of the transmission. The numbers and letters need to match. The 1996 transmission probably will not work in the '99 because they made a change in '99, introducing a internal range switch for some models. The ID tag for the '01 needs to match the one on the '99. Generally you need to stick with the same year and model.
