I drove a truck for so many years without a/c and the windows down, I prefer them up with the a/c on - kinda nice for a change.

Wouldn't know, my windows are down if it's between 20 and 110, but my stereo tends to be louder than any flapping unless someone is talking to me and in that case the windows will be up.

lol turning the stereo up is a good solution to anything that sounds bad. Does it do the flapping even if u have the belts snapped in? Because you could just snap them in without anyone using them.

Naw, they only flap if undone. I cant drive around with them buckled all the time, tho. I sing as I drive, and people will think Im not only talking to an imaginary person, but I even buckled them in.

I found that if the seat back is very far forward, it minimizes the noise. Most of the time it stops it all together.

My windows are usually cracked about 2 inches, and the sun roof cracked. Too much wind noise. I prefer to listen to my stereo without all the wind noise. I don't notice the belts flapping (much)

I have found one seat position that seems to solve the problem, or at least delay it to 65-70mph.

In my 07 the drivers seat is power and passenger is not, so its easier to explain where to put the passenger seat.

Move the seat of the chair all the way back.
There is a notch on the back adjustment that leaves the passenger headrest right about 50% visible when standing to the side of the car looking directly at the passenger window.
Find this position. Now move the back one notch forward from it.
Look at where the passenger seat is placed and adjust the drivers seat to be the same.
No more noise at 40mph

I will post a picture if that doesnt make sense.

I seem to have the flapping noise with the seats in any position other than this.
Hopefully it makes sense and doesn't differ in your Monte.

rather have the windows open... that way I can hear my throaty V8/custom exhaust! ;-)

and when I do, I leave the passenger side window up about 1/3 of the way, that way there's no flappin...

driver's side doesn't do it, cuz I'm in it LOL

I love the SS body style. My 06 is straight-up LTZ pimpin, but the ground effects (and motor obviously) on that SS make my face happy. When you gonna throw some tints on that bad boy?
