I thought the blue-tint looked good with his car. I did the burn tool, then select the area feathered and desaturate it a little to take out some of the blue.
Usually though, I just select the areas and underexpose them.

Very true. I did a little attempt myself, put it in my last post, just to make sure I could really do what I was saying
It would really need work in the trees and whatnot in the back as I left it real dark after burning it. But it came out alright. Actually when I tried to burn the headlights it really only highlighted the few "spots" that were in the original picture, on the headlight lens.

Obviously a lot of it is in the equipment and the skill of the person behind it, but editing still is a good bit of a picture, too.
