Photoshop is expensive (can find it on www.adobe.com). If you are looking for something free a good alternative is GIMP. I've used both, photoshop is easier for me but that's because its what I learned to use first, so sometimes GIMP is frustrating when I'm trying to find the same tool to replicate things I've done in photoshop.
I found this link
http://sixrevisions.com/graphics-des...-to-photoshop/
which lists some other things but I haven't used any of the programs listed except for GIMP. Find a program that uses layers though - you can put different images on each layer and move them around until you get the effect you want. Looks like they have a version now called GIMPShop that is modeled after photoshop. I think I'm going to try it out
Both programs can seem hard at first if you're not used to editing graphics. Don't give up though, you should be able to find plenty of tutorials for GIMP and photoshop if you google that will guide you through it.

update - GIMPShop didn't work for me on 64 bit Windows Vista, regular GIMP works fine though - i've been running it for months.

I guess they still make Photoshop Elements. I've never used it myself but I hear it gets the job done.

I found a old Corel PhotoShop program @ a yard sale
for $5, and I've seen good deal on places like
craigslist & EBay...
or
Ask one of talented member's to make one
`up for you ? Say Please in your ReQuest.
I'm self taught & only a poor novice @ it, but it's
fun....Hope you find a low cost program.
