my 03 ss locks.
Also this is a safty feture for the towing of the car. the drivers will lock the wheels while they are straight and then snach the front wheels off the ground and beabel to drive the tow truck.
Other wise they have to tie the steering wheel straight with something to keep then in the right direction or your car would wag back and foruth.
but it is weird that they would nto lock on so many cars. ya might ask a dealer if this is suposed to lock or not. might have found a recall item for them also. who knows.

If you start the car by remote it unlocks the wheel with out the key in it.
I thought read in the owner's manual (anyone else do this?) you can start the car with the remote but will need the key to unlock the steering wheel.
I owned a '79 Dodge a few years ago that the torque converter went out one day in traffic.
I had the car towed to a local tranny shop and even though the steering wheel locked the tow driver tied the a rope through the wheel then around the outside mirror.

I have an '06 SS and my wheel does not lock either. Took it to the dealer and they confirmed that it is not supposed to lock. I was a little concerned because on my '05 Colorado that I traded in, it was considered a defect and they had to fix it. Guess things are different now.

I checked mine out this morning
My steering wheel locks. Right now she is turned full left and the steering wheel is locked.

like i siad i would be taking it in and throwing a fit over it and getting it fixed , tha tis part of a anti theft protection on the car.
Also if the lock is malfunctioning what els in the cloum is goign wrong?
could be the whole ford taurs deal all over again. all of a sudden you take a real sharp left in to teh wall.
Not a fun turn to take i remeber my sisters doign this she is now a avid member against ford LOL
