I think you may actually be right about quality control being phased out.

To me it looked like the car may have had wiring or some other issue back there. The dealer told a mechanic, "Fix it so we can sell it." and this is what the mechanic did.
Maybe the day they studied wiring at Devry Tech School, the mechanic was out with a hangover from TOO much alcohol conspumtion the night before?

I really want to hear their reply to you. But realistically, I think they'll probably ignore it since it's a vehicle that's no longer in the current line up. And it's not under factory original warranty anymore. If it was a 2010 Camaro, you'd get an answer for sure.
But please do write them and send the pictures, if you want to show it's not an isolated incident you can even include my pics too if you want. I'm really curious how they answer you.

I have a 1996 Lumina and a 1999 Monte. Both are taped up the same way. I hate to see the tape guy get fired just because Mel doesn't like his work. He's been taping trunk wires for at least 15 years. He might have a wife or kids to support. I wonder how many hundreds of miles of electrical tape he has wrapped. I bet he thought his job was safe after all these years.
