Very odd, i have the blue and orange cheap elm 327 with torque pro on an android phone. Never had an issue in any chevy vehicle and i've used it in quite a few.

My ELM adapter is one just like the pic below. It's paired to my laptop and I use a program I had to buy (I believe it's called Scan Pro XL). As far as phone apps, Torque is one of the most popular and I've seen it work on a bunch of GM cars like our Montes. Going to '06+ would be where there *might* be issues from many GM cars (as that changed the network a bit in the car).

May want to check out another app for grins. Maybe even try re-pairing the adapter. Just weird it works on one vehicle and not the Monte.
Do you have access to another scanning device? Maybe someone messed up something with the ODB-II port. Just throwing out ideas....

I tried 2 other scanners and it worked. So I ordered the same model as my friends, and put my old one on offerup
