looks like a scar, almost looks too wide and not deep enough to be a crack

Have a machine shop check it to find out 4 sure. I built up a Furd 390 quite a few years ago for a 4x4, and it took 3 or 4 blocks b4 I found a good 1.

Definally take it to a machine shop. White smokes usually means your burning water\anti-freeze. A good machine shop will maga-flux it to see if there are any cracks in the block. Also get the heads fluxed too just to make sure there isn't a crack in one of them. It looks like scar to me too. If its just a scar, a .030 overbore will probably clean it up. it just depends how deep it is.
