if you are replacing the rotors just take a decent hammer and give them a few good whacks like they owe you money lol.
sometimes they just get froze on over time nothing unusual really and a couple hits with a mallet they jar loose off the hub.
That is assuming you removed the set bolt that holds the rotor to the hub

Did you remove the star bolt in the rotor? Beyond removing the calipers, there's a bolt that holds the face of the rotor on, it's held on with a torx screw. Be very careful when working with it.
