After running a search on the FCC ID it looks like it's a Secure-Com interface/transceiver used to link a mobile transceiver to a central transceiver over a secure connection. It was probably used by a business for private conversations that they didn't want to put out over the air on normal frequencies where they could be intercepted by other radios or a scanner.

That's consistant with OnStar.

Running the part number (P/N 12207559) at the bottom of the unit. It comes up as a GM GPS Navigation Transceiver.
