I have an 04 non sc ss. What would be the quickest and cheapest mods to get it to about 375 hp

there is no cheap way, sorry. you would have to upgrade your s/c, swap pulleys, intercool, or switch it to turbo, plus a whole lot of supporting mods, a tranny, etc

 

If your looking to get some boost, there are a couple turbo kits for N/A 3800 engine, but if you wanted to keep it N/A you might want to think of things like exhaust, intake, Headers, 3" downpipe, roller rockers and valvesprings, camshaft. Beef up the transmission and get the a new computer.
