Follow the PCM relearn. It's recommended to reach into the car via the window, to prevent any additional electrical drains or possible disruptions. Also set your ebrake before you start to stop the day time running lights.

Unfortunately, I don't know enough about the starting problem you are having.
Is the security light on? Has the car been checked for codes? Does it crank? Do you know if you have fuel pressure?

Recoding a key yourself isn't hard at all. I just had to recode two cylinders last month (my mother's (impala) and my own(monte)).
Did you buy the cylinder rebuild kit, or just the cylinder itself ?
If just the cylinder, you;ll have to buy extra tumblers and maybe springs.
First you have to tear apart the original cylinder to find the tumbler combination. then you assemble the new cylinder with the new tumblers/springs according to the original code.

Exactly what symptoms are you having ? I could probably help diagnose the problem from the symptoms. The impala only needed a cylinder, while mine needed both the cylinder and switch.
For future reference, our keys (00-05) DO NOT have chips in them. The ignition cylinder shroud is what has the chip (passlock) in it. I've had multiple torn completely down and have seen the passlock chip in the cylinder shroud.
My current aftermarket key from the locksmith doesn't have a plastic head (no where to put a "chip") and it works just fine.
