5th Gen ('95-'99): how to tell if car is in time

how to tell if car is in time
Car: 1997 monte carlo z34
problem: Car stopped running, belt was very loose, hydraulic actuator was bum, believe timing might of slipped, fuel pump could be bad.
Info on car: timing belt was about 3 fingers loose. Camshaft's positions are mirror image of each other. valves aren't bent. car died luckily at TDC. Belt and pulleys both are in perfect condition(no wear or anything) here is what it sounded like at start up
start up of problems - YouTube
there was no check engine light before it died and died suddenly at about 3000rpm
Info needed: ways to tell if engine still in time if it cant run, interference or non-interference engine. where to get actuator and how to release it to tighten belt

Unfortunately I don't know much about LQ1's but would love to learn more about them. An LQ1 would be an awesome engine to turbo charge and what not.
Anyways, my advice would be to contact z34phoenix: Monte Carlo Forum - Monte Carlo Enthusiast Forums - View Profile: z34phoenix
He's the man when it comes to LQ1's (even though he doesn't have one now). Not many people around know those engines like he does.

if by "hydraulic actuator" you are talking about the timing belt tensioner... then it screws back in and you use a paper clip to hold it back. here is a link with an entire cam timing walk thru. 60DegreeV6.com - Cam Timing Picture Walkthrough
if you think it is fuel pressure then just get a fuel pressure tester and turn the key on and check pressure. but if the timing belt was loose then i deff would not run the engine until you retime it. i am pretty sure the lq1 is an interference engine.
