His is a 2007 he had a corvette shop tune it and dyno it for about $500 and he made another 65hp.
Your friend is seriously pulling your leg- and if he really did make +65 (even crank) horsepower, then either they did the tune on race gas, or he has a turbo setup.

If its a relatively stock LS4 with basic bolt ons and a tune, there is no way he gained 65 hp.
