Boost problem?

Hi everyone, newbie here. My dad and I had a 2000 grand prix gtp supercharged that was modded up and was a nice ride, so I know some about these cars. This one has me stumped though.

My question is, my aunt has a 2004 monte carlo ss supercahrged dale jr edition, and her boost gauge at start upreads -10 lbs. I guess itsnegativelbs, it pegs all the way to the left. When you get onthe gas, it seems kinda sluggish, and the boost guage wont move. After a couple romps of the gas it will finally move, usually about when the vacuum acuator closes. Is this normal on these cars? I was thinkinshe might have a vacuum leak somewhere, or the acuator isnt working right, but I dont know, anyone have a clue? Thanks

That's completely normal. You won't get boost until you go around 2/5-1/2 throttle, if not a little more.
