Default Rusty Rear quarters

So I have a small rust issue. Nothing major, cosmetic only. Anyway, the paint bubbled up, and I chipped it away to see how bad the damage inside was, surpirzingly, the structure is still good, I could press on the metal pretty hard and it didn't crack or push through, so my thoughts were to: chip away all the loose paint, sand the living crap out of the problem area, spray the area with a rust preventative paint/primer, poke small holes in the metal with a small bit, and finally bondo the area and paint. Any thoughts on extra steps I could take to keep the rust from expanding and how to make the bondo look as natural as possible.
PS the spot is about 2"x2" so it is relatively small.
