We can't in Michigan either. We're not suppose to have ANY % on the front sides but people still do it, myself included.

As for your rust spot, it's show worthy if you want it to be. It's a cared for, but driven car. You could try a quick hit with a wire wheel and follow the POR15 system just to at least "hide" it. But ultimately, I am guessing it's rusting from inside out.
But I would not say that spot of rust ruins it from being a show car, but it proves it's NOT a garage queen (and a driven car can NEVER compare to a garage queen).
