Exactly what he said. My method was by taking off the plastic around the fuel neck as it is much less work then removing the wheel well liner in my opinion.
The bolts are kind of tricky to get a socket wrench on, and if they are rusted be very careful about stripping them.
I stripped the top one of mine during the process and had to use a Dremel tool to cut the end off of it( being extremely careful with sparks near a gas cap ).

When you take the plastic off the fuel neck theres only those 3 bolts holding it in right? And Thanks Guys I appreciate it

There are three bolts you have to remove from the plastic piece that goes around the fuel neck then that same plastic piece has two lips holding it in place. once you remove it you'll see the two bolts holding the fuel door on.
