the part is called a licence plate filler. you could check local salvage yards for a cheaper result

Yep, it's just for looks.
The bumper has an indented area for states that require front license plates, but it looks kind of weird since it cuts off the front curve of the bumper. There is a little plastic filler piece that you can put right over it with two screws.

My last Monte had one, and I actually pulled it off before I traded it in because the Intimidator didn't have one.
I actually have an extra one around here somewhere that I was planning on painting at some point, because the old one has a few cracks in it.
Fortunately, when it was painted (a body shop did it for free) the cracks didn't show up.
People sell them occasionally. I think I paid like $20 shipped for mine.

i got pulled over today for mine. what was that like 2 weeks? not even? i'll have to look in the other thread about these. anyway on my way home there was a cop standing in the road and he pulled me over for the plate filler. asked me where the plate was, told him in the trunk. he said he knows i have a nice car but the plate needs to be on. blah blah blah. $85 ticket. plate filler is staying on, i have not learned my lesson

I have never been pulled over in my 03 for not having a front plate, and I drove it every day for 2.5 years.

Luckily, PA doesn't require front plates.
