I don't know about the miles. But as far as the salvage title...
There was a member on here years ago who worked at a GM dealership. Back in 2007, a shipment of brand new Monte's came in by car-carrier. During the offloading, the truck driver caused major damage to a brand new V8 SS. Crushed the roof, smashed the windshield, and also damaged the hood. The dealership employee ended up getting it cheap, and had the dealership fix it up. So a car getting a salvage title while new isn't impossible.
I also remember a whole shipping yard on the east coast, full of brand new Chrysler crossfires getting drowned by a hurricane induced flood. All the cars got a salvage title before ever making it to a single dealership. Chrysler donated the water-logged cars to high-school automotive programs.

On the GTO boards I saw one member buy a brand new Orange GTO, I don't remember the exact details but right after the purchase as he was pulling out of the parking lot got slammed by a truck totaling the car. Even posted pics.....
