problem solved. id of never thougth about this. behind the bumper and fender is a small vacuum diaphram. uses a hard 1/8od vac line. and that line had broken in half and it connects to everything else. so heres my problem and solved

i was taking my headlights out so i can remove that bolt on piece that comes stock with these euro styles and i just happened to look down at this diaphram and said "what the hell" so i felt around it and found a vac line so i followed it and it came apart in my hands. so i got some new line replaced this and voila problem solved!

i swear i wish i was a midget because being tall and big and whatnot makes it almost impossible to work on this car

this one melted, the battery problem i had it bbubbled the acid out and ate thru the hard line. so yeah it might still work otherwise
