Get some spray stuff at an auto parts store that dissolves rust.

take some steel wool to it and try and get as much rust off as you can and then get a cleaner and clean it. then a can of POR15 paint and paint over the plate. The paint is expensive bt it will not rust again.

As for the nut i would not paint it with POR15 or if you do make sure not to get anypaint on the threads becasue when this stuff dries it is there for a long time.

Also dont get any paint on anything else becasue this stuff does not come off your hands for a bout 3 weeks.

I would clean it as best as you can to get most of the rust off, then get a spray can of auto paint from your local auto parts store...mask the area you want to paint, and be sure to put some towels or something on the fender area to prevent over spray, then shoot that area with some black paint....It will look a S*it load better than it does now, and if it chips later down the road, do it again....
