Around Philly that has been the normal for a while. Luckily I still go up to my parents' for the DMV and they are relaxed there haha.

I think it's for mugshot purposes

 

Yep, its so their face recognition software works better

 

mass is the same they tell you to smile as they are already snapping

 

We aren't permitted to smile either

Same thing happening recently here in Iowa. My GF went to get hers renewed last year and she was very dissappointed when she came back with here 'mug shot' She wanted a 'pretty picture'! I'm still smiling away on mine until I get mine renewed next year
