Default Turn signals won't work

I have a 2001 Monte Carlo and I have replaced the turn signal lever and flasher relay and my turn signals still won't work. When I turn on flasher all signals flash. Any suggestions on any other things to check?

Sounds like you need to look over your cars Grounds.

This is kind of a pain to test. However for best results I would disconnect your Flasher, Then take out bulb, Test ground for the bulb. If there is no ground look over the wiring and find where the ground is. There is a shared ground for both Left and Right rear and then shared for left and right front as well. IF you find ground at say the back bulb you started with it is good that the other one in the back maybe good ground also so check one in the front. Take bulb out and test the ground side of circuit. Reason you should take out flasher is because at times people don't follow directions and leave bulb in socket an test the ground. Find ground but don't understand that it can get ground from the Logic Circuit in the Flasher. So when you say that your turning on blinkers to say right and makes them all comes on sounds like there is a break in the system. So the 12v+ that is going though the bulb is looking for a ground. If it can't find it, It will keep going down the path of the Wiring until ground is found. Flasher is a Timer and relay system that has 2 paths of power 1 for Blinkers and 1 for Flasher/4ways. Also has Ground.

I am not there with your car so it can be hard to say what our problem is. I have had issues like this in the many years of working on GM cars while working in the 12V repair. So with what your post states this is where I would focus my testing on your car

Perhaps you are low on blinker fluid...
