it was on the vehicle when i purchased it im being told that there was a select handful that had this option on them in the 06ltz in this area

Nice Monte...
But that was not an option for the Monte Carlo, all Monte's had the same front end. That is an Impala bumper cover. Maybe it was in a minor accident with the previous owner, and when repaired they used an Impala bumper...its definitely not stock.

The Impala SS and Monte Carlo SS models receive distinct front-end appearances separate from other models, including dual-split grilles that have a black-diamond crosshatch pattern. Monte Carlo models feature a rear decklid spoiler, with the Monte Carlo SS featuring a separate design suggestive of NASCAR-style spoilers. Impala SS and Monte Carlo SS models feature Corvette-inspired bright exhaust outlets. Impala LTZ and SS have a standard rear spoiler. A spoiler is available on the LT.

The LTZ was the top of the line in luxury. Had all the options, 8 speaker sound system, 3900 engine, leather, etc. etc.
But the Impala front clip wasn't part of it.
And CarFax will only show what was reported. If a person doesn't report it, or they buy the front clip and take it to a shop to get it put on, it doesn't have to show up on a carfax
Either way it's a great looking Monte, and if you don't like the Impala clip you could always find a Monte one and put it on

Yea, it definitely was not an option on the Monte, and like Mike said, Carfax doesnt show everything. My Monte was in an accident in July, and Carfax shows it as Zero accidents, so you can't always trust that.
