The monte cl
I have an 86 Monte Carlo CL (custom luxury). Now i was talking to a guy from North Carolina and he said that the CL has the SS motor and suspension and the LS interior but jus the stock Monte body. Is there and truth to this? I would love to know..........

You don't have a "CL" model. Since you have a 1986 Monte Carlo, you either have a Sport Coupe (SC) or a Luxury Sport (LS) with the "Custom Luxury" ("CL") interior package, which is upgraded seats (pillowy) and different door panels than a regular SC or LS. You most-likely have a 305 V8 engine.
I saw the pic you posted, but I can't see the taillight clearly enough to tell if it is a SC or LS.
If it is a SC, it will be boxy, like my '81 MC SC:

In fact, from the factory, all 4th gen MCs that had the "CL" interior package, had the "CL" emblem on the car. But, that's all it is ... an interior upgraded package; it is not a separate model.
