Welcome to the site. There are several very nice Montes that may be for sale on here in the near future.

What are your overall goals for the car?

Do you like to go fast?

If so, you should probably try to save up a little extra for an 04/05 supercharged SS.

Im not looking to go fast yet. I would just like to have a casual Monte because I'm just starting out driving.

I think you'll be 100% better off trying to find a supercharged Monte Carlo.

When you get your 00-03 SS, and have it for a year, you will be wishing you had some boost. Trust me!!! haha

Welcome! Great bunch of people here -with a wealth of knowledge! I can't tell you how many times they have helped me out! Awesome group.
I'm partial to the 5 generation cars ('95-'99) You can get good ones anywhere from
$1000.00 - $4500.00. Craigslist has alot of them. Most parts are reasonable cost...
