Thank you everyone!! Yep the car was in an accident. The previous owner told me he had the front bumper replaced. TBH I'm not certain what missing part you're talking about... glad I posted now I feel like I'm learning already... lol, could you explain 
? Is it that extra front ground effects thing that some of the Montes have? Should mine? It's an SS but also says "Limited Edition" on the dash...
I was thinking anyway that I would eventually replace the entire ground effects situation because the driver's side is kind of wonky too... it looks like one of the hooks holding it up snapped off or something... and it's splitting on the end corner... I'll take some pics and post it up later to show you what I mean... Anyway everything else checks out with the car, looks like there are some small issues, mostly cosmetic. That's how I found this forum... google kept leading me here, apparently this is where all the answers are... Thanks for helping a noobie out

A Limited Edition Monte has the following:
The High-Sport kit (the "ground effects"), Stand-up spoiler, 5-spoke wheels, Limited Edition written on the instrument cluster.
The piece you are missing is an extension to the front-bumper.

The lower piece you're missing is exactly as Chibi as mentioned.
They are pretty hard to come by and very expensive to buy new so it is understandable that most people just replace with a non high sport bumper. Regardless you still have a Limited Edition Monte that's yellow so it's automatically awesome
