Chris is eligible because it's for March 2011, and He won 13 months ago.

You just can't win within 12 months. I won in 2009 AND 2010, but it was more than 12 months apart.

Thats what I Thought. But If I read #12 correctly he would be ineligible, being 2011 being the following calender year from 2010. Maby it changed IDK.

yeah Number 12 could be a little more clear.
If its 12 Months then it should state it.
If he's eligible, sweet.
