Should a fan still run after the car is shut off?

Should a fan still run after the car is shut off?
I made a post about the temperature gauge not working (it started doing this a couple of days ago, it just stays below the line and doesn't register anything), but the shop said it was the cluster so I found a guy to repair it.
However, I noticed that a fan runs under the hood even after I turn off the key...I remember reading about something like this somewhere on the forums but I can't seem to find it again.
Should the fan still run even after the car is turned off? Is the temp gauge not reading a cluster issue?
2000 Monte Carlo ss 3.8
*EDIT* It is reading the following codes:
DTC P1404 Exhaust Gas Recirculation (EGR) Closed Position Performance
DTC P0141 HO2S Heater Performance Bank 1 Sensor 2
DTC P0404 Exhaust Gas Recirculation (EGR) Open Position Performance
DTC P0128 Coolant Thermostat
DTC P0141 HO2S Heater Performance Bank 1 Sensor 2 (Yes, it read the same code twice)

So what does this mean? That the t-stat (which is thermostat, which costs like $10 right) is bad and needs replaced? Would that cause the gauge to not read anything on the cluster?

It's a ss, so the 3.8...what does PCM stand for? Do you still think it's themostat?

Pop the hood, take the engine cover off. Remove oil filler neck and cap, lift up and pull forward, replace oil filler neck and cap.
Follow upper radiator hose to Thermostat Housing, remove the 2 screws (wrap a towel around the housing) and there's the thermostat. Insert new the same way, replace housing cover, bleed system, possibly top off coolant (not much should come out) and your done.
