What is available to replaceworn seat covers for a 98 monte carlo?
Was told by an interior guy that the factory glued the covers to the foam cushions, that nothing could be done. I can't believe this...

I believe he is looking for replacement upholstery am I correct? Never had the upholstery off my seats but they usually arent glued on. You should be able to peel the old upholstery off if you can find new upholstery to replace it with.

I bought a set of front seat covers from "Precision Fit". They go over the original seats.

I removed the seat covers on my old 98 LTZ to install heated seats a long time ago. They are not glued to the cushion, but do use velcro and some hog rings. It is best to get a hog ring plier set to re-install them, but I believe you could used some small zip ties if the original hole in the fabrick is fine, you just wouldn't zip it tight.
The bottoms I believe you unscrew the plastics on the side, and then there is a plastic C channel that slips over a rod on all sides. Undo that, look for and other rings or clips, then remove slowly, removing the velcro as you go. Reverse to install.
The back you start at the bottom. The is a long clip that folds in on itself that you remove. Then you start sliding it up the seat. The seahrest should be removed first, along with the trim for it.
