Sounds like air is trapped in lines or low on fluid. Check the fluid level on level ground, if low you can tell them so and make them feel incompetent. Old school trick, take a spray bottle filled with water. Spray it on the power steering belt while the car is running (prepare for possible shower). If the squealing goes away the problem is with the belt slipping, glazed etc. If it continues to squeal then it is internal with the pump issue. Works the same on a squealing alternator, is it a belt or bearing as the water cannot reach a sealed bearing to quiet it down.
