6th Gen ('00-'05): P0401 - Insufficient EGR Flow - 3.8L SuperCharged

Default P0401 - Insufficient EGR Flow - 3.8L SuperCharged

I am at my wits end with this code.
Anyone who has dealt with it, knows what the code means and knows what the standard procedures, so you can imagine my frustration.

I have already cleaned the intake port, I've cleared the pipe from the EGR assembly down to the exhaust manifold. I have seafoamed the intake, And bench tested all new and factory parts. Everything tests fine.

I have replaced:
-EGR Valve and Gasket
-MAP Sensor
-Vacuum Lines and T-Fittings
-Intake feedback tube (From EGR to Intake Manifold)
-Supercharger Bypass valve
-Boost Control Solenoid

I have checked for vacuum leaks enough times I am starting to think I'm crazy.

My scan tool can tell me EGR Duty cycle and MAP pressure. Both of which always seem to jive with each other when looking at live data.

Ive got my hands on a Tech2 Tool so I can start checking voltages. But is there anything I am missing here?

I try to only post when I am completely stumped. The facebook groups are useless now-a-days and every other forum just points me in a direction I've already been.

Any input would be appreciated. Thanks in Advance.
